sentinels(you really need around a lot of them)
capt. america
hulk
thor
hawkeye
and the up coming big man
and you know
now for the mutants :
a lot of xmen
and dr. strange
oh and some morlocks men

the story goes like this one mutant with the power to go back in time assasinated charles xavier and it change the world a group of goverment people specialized a team they gathered lots of super humans from the avengers came the finest and others they had to catch them like hulk if they agreed to join the government promise to help them in some way its up to you to decide who will win mutants or superhumans

I'd stay away from Thor, just because he's a bit too powerful...

Tony Stark gets a commision for an army of them, make the suits weaker.
Venom (Govt finds the symb first, put it on cap or something crazy like that)

So the Avengers become government lackeys, created to also destroy the mutant threat, right? The Hulk should still remain rogue, neither completely siding with mutants or superhumans, unless he is Bruce Banner, where since Banner is a kind of mutant himself, may side with what could cure his Hulk problem.
Anyway, what about normal people that became mutants? Like the DareDevil and the Fantastic Four? Which side of the coin do they fall? And who would be the time assasin? Apocalypse? Bishop? Mystique? Stryfe? Senetor Kelley?

i think they go on the superhumans exept daredevil hell rather stay home than to fight innocent mutants

I believe that since Matt Murdoc believes greatly in defending the innocent, he may actually side with the mutants since in general terms, not all mutants are evil. There are only those who want to fight against the discrimination against them such as the Brotherhood.
I imagine there'd be troublemakers as well; Apocalypse, for example, could use this war to pick his ideal "Four Horsemen" since as far as I know he failed with the first batch. He could us the war to an extent where he could implement the "Only the strongest will survive" rule he wants to create and rule over and such.
