Back on 7/21 I replied to a pm with my address saying I would send out my half of the trade since the person I was dealing with had "0"...

A week went by and i get a pm saying, sorry I traded it locally... All this time I thought it was in the mail, passing up on numerous deals for the figure I was trading to him...

Should a person be given negative feedback, or nuetral, given people a warning that a person changes thier mind without letting you know...

Its kind of a bummer sure, but since that person is apparently new maybe they do not fully understand trade etiquette(sp?). I know you are aggitated, however there was no trade. Hence, there shouldnt even be any feedback. And they did let you know. They sent you a follow-up feedback. You said so yourself. Maybe they took a while doing it sure. You seem to consider a week too long and I personally would also. I just think negative or even neutral is too harsh. If they had never PMed you back then maybe but this seems like its being totally blown out of proportion.

any circumstance where you do not recieve your end of the deal or your clix back is a definite Bad, but if you get your clix back neutral him.

If the trade never happened I would not give any feedback because there was no trade.
