Hey all, we had a situation come up at our latest tournament that I don't understand.
Someone had a flyer with RS, and a grounded fig with enhancement. They started out next to each other; the RS fig picked up the enhancement fig, moved, set down the person, then attacked, using the enhancement. I wasn't sure if you could do that, since I know you can't with HSS, so I asked the judge, who ruled that you couldn't. Needless to say, the person doing this was ticked (Although, he managed to decimate me anyway), so I was trying to look up the proper ruling.
Is this legal? If so, why, and where in the rulebook or FAQ does it say?

Running Shot and Enhancement is fine. The reason all has to do with the timing of the attack. The free attack with Running Shot comes after the movement part is over, so any carried character (inculding one with Enhacement) is back on the map. HSS option 1, on the other hand, has the attack occuring during the movement, so any carried character is still off the map when the attack occurs (and if it is off the map you can't use any of its powers, including Enhancement).
Here's the entries from the PAC:
RUNNING SHOT (optional): Give this character a power action. Reduce its speed value by half for the duration of the action. This character may move up to its replacement speed value and then be given one ranged combat action as a free action. This character must declare a target to which it can draw a clear line of fire from the square where it intends to end its movement in order to use this power.
HYPERSONIC SPEED (optional): Choose one of the following: (1) Give this character a move action. This character automatically breaks away and may move through squares adjacent to opposing characters. During its movement, this character may make one close combat or ranged combat attack as a free action. This character must be in a square where it could legally end its movement in order to make the attack. This character....

I've never known it not to work. The move portion of the running shot is done by the time the shot is happening. The enhancer would be adjacent to the attacker at that point (not in motion as they would be on a HHS attack). I've been doing it for a while so if someone can explain why it wouldn't work, I'd love to hear.

Also note that the carried fig may use Enhancement since it is a free action: However, the SHIELD TA is a power action, and therefore cannot be used after being taxied.
