Should Wally West Flash be able to do 3 damage?

No. 2 Damage works fine. Even add in some outwit and exploit weakness, but never 3.

Comicwise? Definitely, but probably mid-dial, since he's often shown a capability to do charging "BAM!" hits that use his full momentum and immense relativistic mass to launch people into space or whatever, but never at the start of a fight. He is definitely capable of 3, if not 4+ damage (I might give it to him on a click with Charge instead of HSS or something though, since he doesn't really "follow through" on such attacks).

Balancewise? Might be problematic, so it's not really a sticking point. If it fits the design of the dial and is balanced, there's no problem in adding it, but if not, there's no problem in leaving it off.
