Okay, Phil isn't great. However, he isn't bad either. Don't forget that he gets 4 range on Mind Control. I like to put Mental Shields on him and commence with the Wildcard Abuse - AltF4 and SinSyn/Batman Enemy are some of Phil's favourites. Go wild!
