For 400pts, you get a dial that is no longer than a single based heroclix. What were they thinking when they came up with the point cost and stats for this figure?

Maybe they were thinking that not much would change in 5 years? Can't blame the designers, she was pretty damn good in her day.

Can't deny that playing her would be fun, but when you notice that Victor Mancha is arguably equal on click 1, you know something's not quite right. Yes, his damage is only a 3, but he has Indom. Phoenix takes push damage, if I'm correct. She looks fun, just... cumbersome.
Just try to use her with the new Cyclops...nothing like healing major damage via X-men TA with Cyclops...maybe a new Wolverine as well...

The lack of Regeneration baffles me. Obviously, she was designed as a one-figure army, but lacks any real firepower. Had she been bookended with TK, with a 6-7 click run of Psychic Blast, Pulse Wave and 4 damage, and mid-dial and end-dial Regen, she'd certainly be worth 400 points. As is, she's a great decorative piece, but a very big gamble in any build less than 1000 points. Easy money for Elsa Bloodstone, though!

Back in the day she was never effective either. Just for clarity sake she came out during Armor Wars where her effectiveness was terrible in comparison to the other pieces available at the time. My hunch is that the X-men TA bloated her cost greatly, but that's irrelevant to how much she loses for the sake that she can be Outwitted heavily.

The Multiattack ability is what saves this character from being obsolete. She can use Running Shot and Psychic Blast twice in one action, automatically breaking away, and destroying objects she moves over. When paired up with GSX Cyclops, she can afford to push via her Colossal Push ability. She wouldn't survive, alone, in the modern metagame, but with proper support, she's still a beast: Dealing 14 damage-- via 3 Enhancement and 1 Perplex-- in a single action (2 attacks) is nothing to scoff at.

Where are you getting 14 Damage? Her printed 4 Damage + 3 Enhancers + 1 Perplex still equals 7 Damage due to the rule of 3. Reducing her Damage by 1 on the second Attack would bring that to 4 Damage + 3 Enhancers + 1 Perplex - 1 Damage for Multi-Attack = 6 Damage. 7 Damage + 6 Damage = 13 Damage over 2 Attacks.
Is there something else that I'm missing here, or am I misreading your post somehow?

All combat modifiers are checked at the same time. The reduction in damage to the second attack is a result of a modifier. So while the first attack has a +4 modifier, the Rule of 3 does cap it to a total of 7 damage in the first attack.
However, in the second attack has a +4 modifier, and a -1 modifier, for an end result of +3, keeping the damage at 7 still.
