FACT: Bungie has stated that Halo 3 WILL NOT have clan support.
FACT: The Halo 3 ads on Xbox Live clearly state that having a Live account/connection will let you have clans on Halo 3.

RUMOR: The Fall Dashboard Update will introduce universal live clan support.
