SMASH: Green Scar can use Leap/Climb. Give Green Scar a power action; move him up to his speed value, and then give him one close combat action as a free action.
I played against a friend of mine who was using Green Scar. Green Scar was adjacent to one of my characters. He declared he was using Smash, failed to break away and then said he could still attack the character he was adjacent to because the power never said how many squares he had to move. Is that kosher?

No. As with running shot and charge, if you fail to break away, the action is over and no attack can be made.

Because he needs to "move" to use his SMASH! attack, failing a breakaway means he never moved.
He could've nailed the breakaway roll and NOT moved, which is legal.

Quote him the rulebook:
Breaking away. If a character occupying a square adjacent to one or more opposing characters is given an action and attempts to move, that character must successfully break away before it can move, as shown in Figure 8. Roll a d6. On a result of 1–3, the character fails to break away and can’t move; its action is over, and the player gives it an action token.
Especially the emphasized parts...
Once you declare that you are attempting to break away and then fail the breakaway roll, your action is finished.
"I'm gonna breakaway and use SMASH."
"Okay."
Rolls a 2
"Umm. I'm not going to move - I'm just going to close combat your adjacent fig."
I don't think so...

Thanks everyone. I thought it was fishy too but he kept insisting that since the power says he could move up to his speed value, he could choose to not move any spaces. It seemed too convenient that he could fail to break away and still attack.

I guess I'm a little muddled here. If Green Scar can use Leap/Climb then why does he need to roll breakaway?
Because L/C is (I think) a Move action. The second part of SMASH is a power action.
Its the same as why you can't use L/C when pouncing, even though L/C is a pre-req for Pounce.

LEAP/CLIMB When you give this character a move action, it automatically breaks away and ignores the effects of characters, hindering terrain, elevated terrain, and outdoor blocking terrain on movement (but it can’t end its movement on blocking terrain). When you give this character a close combat action, it can target a character regardless of the target’s elevation.
Leap climb only works if a character is given a move action. To activate the attack portion of 'Smash', he has to be given a power action.

I believe the bolded portion is the important part of this discussion. Smash (and Charge, for that matter) are Power Actions that involve movement...but aren't move actions in themselves.
If Green Scar was simply repositioning himself (i.e. move action), there would be no need to roll a breakaway.
I guess I'm a little muddled here. If Green Scar can use Leap/Climb then why does he need to roll breakaway?
If the player used his action for Leap/Climb, he wouldn't be able to attack this turn.

Compare it to Rampaging Hulk's Squash power to totally see the picture.
Squash: The Rampaging Hulk can use Leap/Climb. Immediately after the resolution of a move action in which the Rampaging Hulk uses Leap/Climb, he can use Quake as a free action.
With this power, he CAN use L/C as he's been given a move action.

SO let me see if I got this straight.
In essence, smash just allows me to move my full speed and make an attack, or rather, Charge without halving my movement value?

Yeah, that bolded part is basically a full movment Charge.
