Ok, so i was looking at auto-regen, and had this question- does regen have to be showing on your dial to use it?
I ask this because Brilliant tact does not require outwit to be showing,

Sorry, nice try.
'Brilliant Tactician' explicitly says on the card that Outwit doesn't need to be showing in order to use it...that's what makes it the exception to the rule.
The rule being: Prerequisites must be showing on the dial (or, corresponding TA) in order for the feat to work (powers/TA cannot be outwitted).

If the prereq listed on the feat card doesn't specifically state that the power does not need to show on the dial, then it needs to show in order to use the feat.
Prerequisites: Regeneration
Choose a character.
At the beginning of your turn, this character uses Regeneration as a free action.
Besides, how could you use Regen (even as a free action) if it doesn't show on the dial?

Yes it does.
As for BT. Perplex needs to be showing to use it, and Cannot be used if the figure is knocked onto its outwit clicks

Well, I don't have any proof (due to the shifting nature of the threads and such), but I am pretty sure that there were not less than four separate threads about 'Out of the Shadows' on the front page of this forum when JL premiered.
I am all for helping people out, but things like that make 'snark' seem entirely justified :p
