hail of arrows

when green arrow use the SP hail of arrows. how many targets can he target. up to 3 only or everyone that he can draw a clear line of fire to?

HAIL OF ARROWS: Give Green Arrow a ranged combat action to make a ranged combat attack targeting more then one opposing character. Increase the total damage dealt by 1 for each target successfully hit by the attack (total damage is still divided normally among successfully hit targets).

It is still a ranged combat attack, so it follows all the normal rules for ranged combat attaks (meaning, he can target up to 3 characters at 10 squares away per his range value).
