I was looking at Human Bomb, thinking "What a pity his range is so low, otherwise his SP would have been killer...". Then I realized that a single Perplex on range doubles his effective range - he affects 48 squares instead of 24!
And since AA Robin is one of my favorite Perplexers at the moment, a Bludhaven theme felt natural. Roland Desmond provides some close combat power and Nightwing some ranged cover fire and Outwit.
