Yes, it's Indiana Jones. The hint referred to the three men who were president during the span of time covered by the three movies, thus identifying the time period. (I couldn't remember what year the first Young Indy movie took place, or I might have gone back farther with the list.)

Imitating a V-8 commercial. how could I have been so blind?

At first I was thinking Sinbad, then I was thinking Lone Ranger, then I was thinking the Spirit. Indy just never entered my mind. I should have known that geeks and nerds probably didn't care all that much about Kennedy. I'll bet there was a comic about though and I know he was the subject of a movie.

This was where I first thought of Indy (the Q was "Swashbuckler"?)

Then the worked for the government on an occasional basis convinced me, by by the time I posted the thread had also mentioned the non-regular sidekick thing and I was even more certain.

That's the trouble with 20 questions. Strictly speaking, I should be giving just Yes or No answers. But with stuff like "Was he a swashbuckler" or "Did he have a sidekick," the answer seems to demand qualification. Hopefully, that just makes the game more fun.
