batman team ability makes hindering terrain into blocking terrain...
superman team ability ignores hindering terrain [including bonuses granted]...

Can a superman team character attack [long range] a batman team character hiding in hindering terrain?

Yes, Superman Team members may attack Stealth figures in hindering.

Stealth/Batman doesn't actually change the hindering into blocking, but changes the effect that hindering terrain has on LOF. Superman ignores the hindering, though, so Stealth/Batman has nothing to use.

Also note that doesn't mean someone with Superman Team Ability and outwit can use outwit against the Stealth/Batman Team figure. It ignores the effects of hindering terrain for movement and combat purposes only, not for other effects/powers such as outwit.

Exactly right. Perplex and Outwit are useless against a Stealth figure even if you have the Superman Team Ability. Probability Control, on the other hand, can be used.

What is the difference between perplex/outwit and probablity control that makes that true?

Because outside of a tiny few exceptions, Probability Control is inherently used as a part of combat. Outwit and Perplex do not require movement and specifically must occur outside of combat, but for the most part PC takes place during either movement or combat and therefore the STA takes effect.
