I and another player are thinking of doing this for a 700 Halloween scenario next week. Figs in green are a lock for my team if I go this direction. Figs in red are ones I don't have. :(

Invisible Man = Vet Ghost.
I would think, for the Phantom of the Opera, that you could also use either Psycho-Pirate or Johnny Sorrow... they both have the "mask to the face" look.
You could use Johnny Sorrow for the Invisible Man if you used one of the others for the Phantom. He's got the "clothes but nothing underneath" thing going well.
Obviously, if you wanted a Wolfwoman, you could use Wolfsbane from IC.

Invisible man wore bandages, so in theory you could use both Hush and Negative Woman...assuming you had them.
Gentleman Ghost doesn't seem all that Phantomy to me. He seems a better stand in for Invisible Man.

Dont forget about the Zombies!
While you may not have the high dollar ones .....Giant man and Spiderman should be fairly common and easy to find.

I looked up Universal Monsters on Wikipedia. If all of the listed movies count for this theme, there seem to be:
The Invisible Woman - Invisible Woman
She-Wolf of London - Wolfsbane
Jungle Woman - Giganta
Abbott and Costello Meet Dr. Jekyll and Mr. Hyde - Mr. Hyde
The Mole People - Moloids, maybe Mole Man
As well as others that have the same name as a Clix piece, though the Clix piece may not represent any character in the movie: The Raven, The Black Cat, Tarantula, etc.
I ran one once since I had so few figures:
Frankenstein
Johnny Sorrow (the INvisible man)
TWo Face (Phantom of the Opera)
Abe Sapien (Creature from the Black lagoon)
Congorilla (The Brooklyn Gorilla)

I just played a version of this team twice in the last week.
I used Negative Woman over Hush, and Abe Sapien (with Contingency Plan) for the Creature, and I left out Wolfman. I added in a Zombie (Spider-Man) and the 50-Foot-Woman (Giganta). Not specifically Universal monsters, but classic Matinee menaces nonetheless.
I thought the 50 Ft. Woman was more of ...a you know B rated Monster.
OH And I also tried to do a PLan 9 From outer Space team....I forgot what was on it though...

Vampira as a space ghoul (Vampire Lackey), Tor Johnson as a cop then a space ghoul (M&M Hulk), Bela Lugosi as 'ghoul man' (Closest would be Morbius), Griswell as himself (he was a self-proclaimed psychic... need someone lame with PC... rookie Destiny should do it)

Alas, I lack a single Ghost. It also seems a shame to not run a wolf man (Wolfsbane just isn't adequate and I've never owned a Hyena, who's got the look, at least).
I may have to shelve this idea in favor of my Giant Monsters Attack!!! team (complete with Shadow of the Colossus soundtrack).
EDIT: Wait. Ravage makes a nigh-perfect Wolf Man. I might get this together after all! Any other bandaged characters out there to fill the Mummy slot (him being another truly iconic Universal monster)?
DOUBLE-EDIT: TIME TRAPPER. It's all coming together now.
