Can a character with a zero range be perplexed to have a range of 1?

Yes.

Max of 3 range (rule of 3).

Why yes, yes he can. In fact, you can perplex his range up to 3 until the rule of three kicks in!

I assume you have a basher on elevated terrain trying to shoot down? Otherwise you'd need to burn 2 perplexes to make it worth your while.

Definitely. The rule of three comes into play, though. Nonetheless, the ability to perplex up the range of a figure has come in handy for me on many an occasion, especially when it comes as a surprise to my opponent. :)
