Can LE Superman declare a hyper attack like this:

He is 5 squares away from Capt America, he moves in for five, back for 5, and then soar (total of 11)?

Or since hyper is a combat action not a move action this wouldn't be permitted?

See above. He can do it. And that is a mainstay to him being SO powerful.
