I know that if a figure is at the edge of elevated terrian it can target other figures ignoring any hindering or blocking characters except for the square that it is in, but what about when the grounded figure attacks the evelavted one? Does it get any hindering bonuses? What if the grounded attacker was a flier?
A grounded attacker has blocked LOF if there are intervening figs and will suffer the hindering terrain modifer if there is intervening hindering terrain. They are at a disadvantage compared to elevated shooters.
Anything that crosses Line of Fire would be taken into account when a grounded figure targets an Elevated figure.

In these examples, Figures 1 and A has Line of Fire to Each other.
Figure 1 also has Line of Fire to Figure B.
Figure B cannot see figure 1, because Figure A is in the way.
So, when the grounded figure draws Line of Fire to the elevated figure, it is basically like drawing regular Line of Fire between grounded figures. Anything that intersects Line of Fire will be counted.
The Elevated figure does not have this liability.

I think I know the answer to this, but what about this scenario?

Really poor job showing this, essentially, Bullseye is on the edge of the building, but not on the corner (1 off for this example). I can see that he should have LOS to D, but what about A, B, and C?
No clear LOF is present since the blocking terrain (edge of the building) being crossed is part of an adjacent square and not the square occupied by Bullseye.
