As long as the figure with RCE is not the one doing the Perplex (which is not possible at this time)....


Another figure can Perplex the targets Defense down...

Then the RCE figure can shoot that target...

No, it would only stay if you missed the attack. Perplex goes away, if you lose a click of health, its the end of your turn, or if the character gets healed a click of health.
