Could you place your 4 Barrier squares completely AROUND your target? In the N, S, E and W positions, basically creating a wall around him? Granting there was no hindering or blocking terrain in the way, of course.
Yup, that's a legal move. Remember if you are outside though, Leap/Climb and Flyers can just move over it.

But if youre inside, theyre stuck, even flyers cant hover over it? And L/C doesnt work indoors, right? WOW, thats great! Barriers better than I thought.

Leap/Climb does work indoors but since indoors has no change in elevation it is limited to hindering and breakaway bonuses.

Just to double check something though:
Blizzard is indoors and two SHIELD medics are in a room.
Can Blizzard use barrier to seal the medics in the room?
They aren't tough enough to get out and no one on the other
team has the super strength to knock a hole in the wall or
through the barrier. Are all indoor barriers assumed to be
floor to ceiling?
You are exactly right in how you are thinking Barrier works indoors.
All Indoor Barriers are assumed to be floor to ceiling.
Since the SHIELD agents would not be able to do 3 clicks of damage they would be sealed inside the room.

Barrier is a Move Action that specifies that your figure cannot move.
Running Shot is a Move Action that specifies that at the end of the move a Ranged Attack may be made. Any Super Powers that use a Ranged Combat Action can be used with this power (except RCE).
So, no. Running Shot and Barrier would not work together.
