Question about Energy Explosion

Ok, here's the scenario. I'm using Vet Ultron and use adjacent SHIELD members to boost his Energy Explosion damage up to, let's say, three. Now, given that my attack roll is successful on every adjacent fig, do they all take three damage, or just the target of EE? Thanks in advance.

This will all depend on how many targets Ultron was aiming at and how those targets were arranged....

Okay let's say Ultron was targeting figures 7, 8 and 9.

This is how the damage would be dealt

1 - 4 damage (4 Splash damage from target 7)
2 - 8 damage (4 Splash damage from targets 7 and 8)
3 - 12 damage (4 Splash damage from targets 7, 8 and 9)
4 - 8 damage (4 Splash damage from 8 and 9)
5 - 4 damage (4 Splash damage from 9)
6 - 4 damage (4 Splash damage from 7)
7 - 8 damage (4 Direct damage and 4 splash damage from 8)
8 - 12 damage (4 direct damage and 8 splash damage from 7 and 9)
9 - 8 damage(4 direct damage and 4 splash damage from 8)
0 - 4 damage (4 splash damage from 9)

If you arrange your 10 figures like this, you DESERVE to take 4-12 clicks of damage per figure! However, soon I can see it happening a couple different ways in slightly different arrangements though:

where G is a Green Lantern taxi, 1-8 are his passengers, E is elevated terrain, and U is Ultron. To maximize the damage, Ultron should shoot at either the 4G5 row or the 2G7 column... ouchies!

Another arrangement is one already in use:

X5SS6XXX|U
X7SS8XXX|E
X9ABCXXX|E

where S is a Sentinel/Sinestro figure, 1-9 & A-C are Hydra and/or SHIELD figures, E is elevated terrain, and U is Ultron. Target the big fig and damage away!
