soaring vs. elevated?

I was playing in a tournament a couple of weeks ago, and in a game next to me, the players were debating if soaring charecters could attack charecters on elevated terrain. Does anybody know the answer to this?

Soaring characters can only attack other soaring characters. It's not considered the same as elevated terrain.
