but Surtur is a giant and ignores the elevated...right? He has two-square adjancency around him, correct? does that qualify him to poison anyone? otherwise, Surtur would have to be placed on the rooftop to poison Moonstone? *stunned to find out that all Giants cannot poison - poor Chemo and Zzzax - while on grounded/elevated levels:(*

No to all of these.
Giants can make close combat attacks to two squares away, but they aren't adjacent to any more squares than normal characters. They also have the ability to make close combat attacks from grounded to elevated, but that has nothing to do with adjacency either.

When moving, sure. But this isn't movement.

Not anymore. And even before FF rules switched it around, the two square adjacency was only when the giant made a close combat attack or when the Giant or another character was moving.
Now, the Giant can still attack from two squares away, but the word "adjacent" never appears in those modified rules. Adjacency for a Giant is determined like it is for any other character.

Even with the old Giant rules, no. Under the old rules, the two square adjacency was only when the giant made a close combat attack or when the Giant or another character was moving. Poison is neither movement or close combat.

Or Moonstone would have to come down to him, yes.
In my opinion, the revamped Giant rules really limits their utility. While they can still be shot at from across the board (like before), now they can't tie-up/control large sections of the map like the used to. Stature went from being a cheap, hallway blocking machine (what with her Plasticity), to being just plain ol' target practice for the other team. Yeah, Giants a bit more mobile than the used to be, plus they gained the Carry ability, but I miss the old rules :(

In the rulebook, the text of Giant-Size:
GIANT SIZE (non-optional) This character can’t be
knocked back and ignores other characters’ Force Blast and Plasticity
powers. This ability can’t be countered or canceled.
Close combat attacks. This character can make close
combat attacks against elevated characters, even when this character
is grounded. This character can also make close combat attacks
against target opposing characters up to two squares away, even if
a character (friendly or opposing) or an object occupies a square
between this character and the target; the attack can’t be made if
blocking terrain, elevated terrain, or a wall would block an otherwise
clear line of fire between this character and the target.
Ranged combat attacks. Characters with the
symbol do not block line of fire to or from this character. This
character and a character on elevated terrain draw line of fire and
make ranged combat attacks against each other as if they were both
elevated, but terrain effects (such as the hindering terrain modifier)
still apply normally.
I put the sentence in question in bold. Surtur can make close combat attacks against Moonstone, however, Poison requires figures to be adjacent to damage them, which Surtur and Moonstone are not.
So Surtur could use Blades or Exploit Weakness against Moonstone if he had those powers, but Poison will not work unless he's up there with her.

But Poison is not an attack, correct? do you have to use poison on the same level at all the times? :cry:
It doesn't matter what "level" you are talking about. Adjacency is what matters for Poison and grounded Giant is no more adjacent to an elevated character than any other grounded character would be.
Posion will not work and the only reason close combat does is because of the special rules in the Giant Size ability.
