if there are 2 supe enemies with the same point value(say two vet intergang medics)do they both have outwit or does neither or just one?

As a pair, only one at a time will have Outwit. Though if I am right you are free to switch between the two anytime you can legally use the power.
So if I am right you could have (as an example) Intergang agent A outwit Brainiac's Imperv, hit him then use Intergang Agent B to Outwit Brainiac's RCE after. Intergang Agent A then loses his outwit.

In this particular case....
There can only be one pair of Superman Enemy team members.
You are granted one Outwit super power for each pair that can be created. The Outwit will go to the highest costed figure.
In your scenario....Only 1 Medic would gain Outwit.
Now there are some stipulations....
Medic 1 and Medic 2 are adjacent.
Medic 1 is assigned Outwit. M1 Outwits an opposing figure's Toughness. Someone attacks the opposing figure.
M1 then moves. Breaking the pairing will break the Outwit. So the Outwit on Toughness is now lost. The opposing figure regains Toughness
Medic 2 then moves adjacent to Medic 1 again. Outwit can now be assigned again. It could be assigned to Medic 1, but since he's already used it... it would not be a good move. But since both Medics are equally costed.... Outwit can be assigned to Medic 2. Medic 2 can now use Outwit.
So, to answer your question. If there are two Superman Enemy team members with the same point value, only 1 would be assigned Outwit.
Things get interesting if there are more than 2 Superman Enemy team members adjacent to each other. But that's another show...

Since the Outwit Superpower is gained from the Superman Enemy thing, could you outwit the superpower granted by Superman Enemy Ability? Or is the outwit granted by Superman enemies basically un-outwittable?

However, the answer is yes. You CAN Outwit the Supe Enemy ability as it grants the Outwit super power to a figure. It is also the only team ability you can Outwit.

Clarification:
You cannot Outwit the Superman Enemy Team Ability itself - you outwit the power that the ability bestows.
From a practical point of view there's little difference but it may confuse people when the Legion wildcards show up and players start arguing that the Intergang Medic's team ability was outwitted & therefore can't be used by a wildcard figure.

I stand (slightly) corrected! You are correct about the legions of questions forthcoming from the Legions team ability. There are many who only play DC and have been avoiding the questions like these.
