The JSA Flash will run around giving his 18 defense with Nico in tow, with whatever I need for the occassion. Zoom is my aggressive unit, being able to take a punch or stop it from happening all together. In generalZoom is to be annoying hopefully Zoom should clear up enough of the force for JSA Flash to come in and go clean up.

I'd agree with Raffacio - playing armor piercing seems wiser than protected and alias. Though, to be completely honest - I'd try to get a swingline in there on Zoom.
This team is going to be held at bay by a couple of smoke-clouders.
With Question's outwit, and Nico (presumably) bouncing from outwit to perplex to start - then damage reducers won't be *that* big of a deal - but I'd say Swingline or Armor Piercing seems wiser than protected/alias. I'm pretty sure I could make a case for Outsmart, too - since Outwitting HSS/Staff of One will mess the team up pretty badly.

You get two uses of Outwit and two uses of Perplex each turn, one of which can be used on all your characters if they're close enough.

Speedsters tend to have glass jaws. Chief can help counter that with his Support. He can also use his Outsiders to keep an opposing character from gettin' their damage devastatingly high.

You can burn that extra two points on a bystander if you want some Mastermind fodder for Chief or Calculator. A couple of Lian Harper pogs would do well for that.

I'd like to reiterate the suggestion of Support for this team. Zoom is gonna be a target and once your opponent gets one solid hit in, you won't have much you can do.

I would agree with starr226... You are gonna need swingline on at least Zoom if not both and Armor Piercing on both. That puts you at 290, so you have 110 for support. I would go Chief from Crisis for 63 and AA Question for 37, leaving you with 10 points for whatever.
