I judged for the first time and a couple of questons came up. I was pretty sure that I answered them correctly but one or two people argued it.
Can figures with L/C, Phasing or Flight ignore hindering terrain indoors? I said yes.
When you perplex someones damage up and then they move out of LOS, do they still keep the the perplexed damage even though the perplexer no longer has LOS? I said yes.
Can you perplex someones damage up who has Energy explosion, pulse wave or is using a multishot because they have multiple arrows. I said no because you can't use a power in the middle of an action and in all those instances the damage is reduced to 1 at the beginning of the action and would require you to perplex the damage up after the action was initiated. I did say that Enhancement or Shield team ability would work though.
How is Outdoor blocking terrain handled. I'm refering to the air conditioners etc. not normal elevated terrain. I know it is considered blocking. I know that a fig woth L/C or Flying can move onto it. I assume Phasing also allows access although I do not beleive it specificaly lists that power in the FAQ. It also states that the fig is not adjacent to another fig unless they are also on the Blocking terrain and next to them. Can they then make a ranged attack on someone who is in a square next to them but not on the blocking terrain with them? Can they make a ranged attack on someone on a different "air conditioner" if they are within range? If so isn't that the same as elevated terrain. If not why can't they? What happens if they lose the power that allowed them access to it? Are they then stuck? Can they get down? If they get knocked off do they take any damage?
Is there an official rule that states that a player only gets 3 total passes in a game. By passes I mean does absolutely nothing but wait for the other player to do something not just remove action tokens. I said no but that I thought it would make a good house rule. They insisted it was official.
