Hey, thanks for checking this out.

My first question is this..

What are the current ruling properties of the outdoor blocking terrain?

Long ago, I emailed Magister about this and he replied with a long email explaning to me that.

A. Characters on top of outdoor blocking terrain can make ranged attacks on other characters outsided of the outdoor blocking terrain as per normal rules

B. Characters outsided of outdoor blocking terrain can make ranged attacks on characters on top of the outdoor blocking terrain as per normal rules.

Recently tho, a judge and good friend told me that those rules have changed and that now no ranged attacks (including superpowers that require LOS can be used from the outdoor blocking terrain)

So, what are its properties now? Have the rules changed since my email from magister?


Second question.

If invisible womans vet is soaring above hindering terrain, is she still in stealth?

In order for someone on blocking terrain to attack someone on the ground they must be in that square of blocking only. In other words their LOF can only go through the blocking square that they are in. People on outdoor blocking terrain are called elevated. Elevated characters can ignore all hindering and blocking characters except for the square that the target is in. Now if the ground character wanted to shoot back the LOF to the evelvated character can only pass through the blocking terrain that the target is in. You still add any hindering or blocking bonuses as if you were attacking another grounded figure.

I'm just not following your answer camelsmoker. It seems that you are talking about "elevated characters" while I am talking about "characters on outdoor, blocking terrain". Like I said, magister gave me a long list which I summarized in my previous post. But recently, a judge told me that these rules have changed; disallowing any ranged combat from characters standing on "outdoor blocking terrain" and those not.

a character on EBT (elevated blocking terrain) can still fire upon other characters within LOF, only those characters ON the roof of the EBT. you cannot target characters on the ground, unless you walked over to the roof's edge from the EBT. characters with Leap/Climb CANNOT attack adjacdent characters from EBT.

as for your 2nd question regarding I.W.'s stealth...since soaring pretty much takes you off the ground level and allows you to ignore blocking terrain, i would say stealth would be gone then, unless you stayed in hover mode, which pretty much makes I.W. a grounded characters, without the hindering terrain penalties. Judges, am I correct?
