stealth question

Let's say it's Wolverine vs. Firelord. They are adjacent to each other, but Wolvie is in a bush to provide stealth against ranged attacks. Would Firelord still be able to toast him, since hovering figures can make ranged attacks btb?

Firelord can make a close combat attack as it doesn't require LOS but even btb, you have to have LOS for a range combat attack and you can't have LOS w/ stealth. So firelord cannot make a range attack and therefore no RCE.
