Does elevated terrain affect range at all? Firing up to Elevated Terrain, or Firing down from Elevated Terrain?

Can I use someone with TK to move someone from Ground Level to Elevated Terrain, like they are being carried?

Your range remains the same from elevated terrain, however LOF is affected by intervening figures for characters on the ground but not for elevated characters.

Example:

A
--------+

B
C

A is a figure on the roof and has clear LOF to either B or C. B may shoot at A, but C may not because B is in the way.

Hope that helps!

Whoa, is that true? I was led to believe that characters on the ground between you and the elevated terrain DO block line of fire and line of sight from the top of the elevated terrain.... so, which is it? Could some Judge please reply to this?

there is no judge needed the enigma had it 100% correct although the ground guys also have to factor hindering between them, where as the elevated guy doesnt unless the grounded guy is on hindering

Maveric28, Enigma has it exactly right. Look on p. 18 of the DC Rulebook or p. 19 of the Marvel Rulebook. Also look in the FAQ (either Marvel or DC) under "Elevated Terrain" and you will find confirmation.

As for TKing somebody onto elevated terrain, I could not find an explicit answer to that question in the FAQ. Based on the PAC entry for TK, I would conclude that you could TK someone up/down elevations, as long as the TKer has a clear LOF to the destination square.
