Currently in game. Pulse Wave Questions?

1) When you pulse wave your range is cut in half, so 10 would now be five.
2) based on 1 can perplex be used before or after the range is cut in half.
3) If my range is 5 and I target a person 5 inches away on ground, and enemies are on the roof top withing the range. Does the Pulse Wave hit them also or just people on the ground.

Barring weird things like Darkness BFC or some kind of other modifier or replacement values, yep.

2) based on 1 can perplex be used before or after the range is cut in half.

Perplex can not be used during another action, so you would have to modify the range value with Perplex before the PW action. Also, keep in mind PW ignores powers, so if your Perplexer is within PW range, you aren't going to have a modifier any more...

You will hit any character you can draw LOF to. If they characters on the elevated terrain are not on the rim, chances are you can't draw LOF (unless the PW-er is Giant or some other special case).

Not unless you are using Nova Blast. Friendly characters within the range will take damage if they are hit, though.

Friendly characters within range of the pulse wave (except the attacker itself) that can have line of fire drawn to them will be affected.
