When using the brotherhood team ability on a charecter that already has one action token, is the move considered a push with damage?

If you use an action on a character this turn, they get a token. That's it for this turn.

Next turn, if they use the Brotherhood ability, then yes, they get 1 damage for pushing, and still get to move.

But isnt it a free move with no damage?

No. It's a free move while not using any of your actions for the turn. If you push a character, no matter what you're doing with said character, it gets a click of damage.

So i need to use the free move before any actions?

No. It occurs during your normal turn, it just doesn't cost one of your action allotment for the turn.
