Are Judges allowed to make up thier own rules for tourneys....case in point one such person will not allow Firelord from being used in the touneys that he judges.....is this allowd by Wizkids?

I would guess only under house rules is it allowed.

Yes it is - based on the level of sanctioning and that this rule is known before the date (although I think that last part is more courtesy).

Yes, it's allowed so long as it's made known to everybody, affects everybody equally and is known beforehand. House rules like this basically fall under the rules that allow Scenarios to be used in sanctioned events. In this case it would be the 'no-firelord' scenario.
