Regarding Nico Minoru and Free Actions

A dubt came with my friends the last time we played.

When Nico Minoru has Perplex on her dial, can you use her special power to give her Outwit or Probability Control and use them in unison with Perplex?
Wouldn't that give her more than 1 free action per turn?

I would say no, but I want more opinions on this.

Why couldn't you? Is there somewhere that says a character can't be given multiple free actions on a turn? Pieces already have special powers that grant them Perplex,Outwit and Prob or some combination of the three. It sounds like you're confusing free actions with tokenable, non-free actions.

You can make as many free actions a turn as you like :)
