This is spot-on like a spotlight. Well done!

I'd still like to see a Flash with a 4-6 range to represent the whirlwinds he creates. He could also merit a form of TK to show his Speedlending. And the SP that would just be too cool while fitting him perfectly would be something along the lines of

Disarm: Give Flash a Move action using HSS. Flash may move up to double his move value and remove from the game any object any opposing figure is currently holding. This may be used on all opposing figures Flash can become adjacent to within his movement.

I mean it could even be added to counter the same Power on multiple figures, like RCE that would represent an assault rifle.

Super dial! It switch the prob for the special as far as dial position goes but otherwise super awesome.

That is the best dial I've seen for a Flash. I might give him an 18 :d-normal: on his first click, but other than that, It's spot on. Great job.
