This should be in the rules forum, but...

GALACTIC MARKSMAN: Give Star-Lord a ranged combat action. If he targets a single opposing character, modify his attack value by +2. If he targets more than one opposing character, modify his damage value by +2.

His damage value has been modified.

After he hits, it becomes damage dealt which can be distributed however you want.

Two things:

First, this is really more appropriate for the Rules of Combat forum.

Two, it helps to actually quote the rules text in question... very often, you can find your answer right there with another read through.

Nothing in that bolded section says he must damage both targets.

You can dump all the damage onto the chosen target.

In the future, it helps to quote the text:
