An unusual case came up the other night on which we would like an official ruling.
We were playing with a house-ruled blocking object on the map: the trailer of a "Dollar General" truck. There was no ladder for characters without climbing or flight to get atop it.
My opponent surprised me by Phasing Swamp Thing atop it. So I Outwitted his Phasing, leaving him trapped there unless he was willing to step off Elevated Terrain and take two clicks of damage from hitting the ground.
My opponent then asked why he couldn't step off Elevated Terrain over a square occupied by one of my people and land on them. Surely that would be worth a click of damage to my Weather Wizard if he was going to take two clicks for falling.
I couldn't refute the logic there, but I wondered whether that would be legal, and also where my opponent would have to place his Swamp Thing, because he couldn't occupy the same square as Weather Wizard. Any thoughts?
