Hi sorry I just need to know the CSA team power and my computer wont let me open any links to the rules. it wont read it for some reason.

More accurately:
Crime Syndicate team members may use Probability
Control (though they do not possess the Probability
Control power). Whenever a Crime Syndicate team
member uses Probability Control granted by this team
ability, you must place an action token on that
character or another friendly character on the
battlefield that has zero or one action token. A
character with one action token that is being given an
action other than a free action can’t have an action
token placed on it by this team ability. If an action
token can’t be placed, this team ability can’t be used.

I know the wording can be confusing, but another way to say it is like this:
It works like theme team PC, but instead you can give the token to anybody on your team (like that pog sitting back at your start zone who can't see anyone). Also this TA can't be copied.

Correct, though a big difference between the two is that with CSA, the character using Prob is the team member while the token can go to any friendly character. With Theme team, the character getting the token is the one using Prob.

There is no actual allowed number of PC use per turn. Rather, you are limited by the number of characters that possess/can use PC and the number of theme team PCs you have available. A character using PC through CSA can use it once per turn. (It could be assigned theme team PCs as well.)
In theory a character could use Prob 5 times in a turn.
CSA (put token on bystander)
Light Blue on dial.
Theme prob #1
Theme prob #2 (now pushed onto a SP with Prob)
SP prob
but since no CSA member has Prob on the dial the most it can use is 3.

Also note: If i Mind Control a character and attack i can use a CSA to prob it and drop the token on the MC'ed character (b/c he's friendly at the moment)

You'd need to MC more than one character to make that work. Once you MC a character, the next thing would be to give it the free action. Since it has been given the free action, you could not use that character for a theme team PC. (This also seems a "pricey" way to push a character.)

But you can't use Thor for the theme team reroll. When you declare the attack, you give Thor a free action so he cannot be assigned the theme team PC (in other words he cannot get a token.) Sure your other characters that have not been given an action this turn can use theme team PCs, but that's nothing special. The CSA trick UniqueLoginNamor mentioned is a cool way to give the MCed character (in other words a character that will soon be opposing to you) a token.

But with the CSA TA you place a token only if the PC roll is successful.

A token is placed to use the PC. It doesn't matter whether the reroll is successful or not.
From the Player's Guide:
Characters using the Crime Syndicate team ability may use Probability Control. When a roll is ignored because of this team ability an action token must be placed on a friendly character on the battlefield or the roll is not ignored. This team ability can’t be used by wild cards.
I see where you are coming from, but you can't use the PC, have a bad roll and then say you don't want to ignore the original roll.
