Assuming the standard 300 points? There are no feats on the desk so here's my feat-free team:
E Batman (Icons) - 102
..Gotham City Detective (Arkham Asylum) - 27
..The Question (Arkham Asylum) - 37
..The Riddler (Arkham Asylum) - 90
E Robin (Icons) - 42
TOTAL - 298 points

It's a Detective thematic team (with two re-rolls and a +5 bonus to your map choice roll) with three Outwitters, two limited-Perplexers, and some decent damage output options even considering the lack of move-and-attack powers. It's also a reasonably comic-accurate team (everybody's from Gotham, no dupes, and the Riddler has had his non-villainous moments).

I think it could do very well.
