can they use it?

Yes,hindering doesnt stop you from from having a clear line of fire,only blocking lines and fig bases.oh yeah,and also barrier,unless you're elevated.

For the purposes of Line of Fire....

A 'clear' Line of Fire is one that does not have any intervening *Blocking Terrain*.

So, Hindering terrain would not block Line of Fire.

If blocking terrain is in the way (such as a barrier), it's my understanding that an elevated figure cannot shoot over it. However, they do have the ability to see over hindering terrain and figure bases while evevated.

Please correct me if I'm wrong on this in any way.

From what I understand, you are correct.

If blocking terrain is in the way (such as a barrier), it's my understanding that an elevated figure cannot shoot over it. As the only Blocking terrain that can be in the LOF is the one that the elevated figure is standing in.
