Ok, my question is this:
Thor, Frog of Thunder's SP blocks LOF if he occupies Water Terrain. If you were to TK and object underneath him, would he still be considered to be occupying water terrain, or would it now be only hindering terrain, therefore kicking in his Stealth, which can then be ignored by your Ultimates character and followed with Kapow!, Outwit or whatever?

It'd be both. So, Throg is still Stealthed by the water terrain.

Depends on the water terrain.
Most water terrain will still be water terrain if you TK an object onto it (or lay down a Smoke Cloud). All you'll get for your trouble is a +1 bonus to the Frog's DV if Cap shoots at him with DEFLECTION TRAJECTORY.
However, if the water is coming from Tempest, the hindering terrain will indeed make the water go away.
SUMMON THE ELEMENTS: Tempest can use Charge. Clear grounded terrain 3 or fewer squares from Tempest that does not contain objects, terrain markers, or debris tokens is water terrain.
Since it is not uncommon to find the Frog paired with Tempest for some mobile water terrain shenannigans, it is a little trick worth remembering ;)

Same goes for the Opened Hydrant SO. It creates water terrain from clear grounded terrain as well. Although this one is not mobile.
Just thought I'd bring that one up since you can use that and not cross Universes.

Since it has the Crisis symbol on it, you are crossing Universes :cheeky: ;)
I have yet to see a Hydrant used as effectively as Tempest. Not only isn't it mobile (which is a big deal), but it can be destroyed like any regular object. Not only does Tempest have his SP for more than a 3 clicks, but you'll take Mystics damage for hitting him.
Still, the Hydrant is a great back-up plan in case Tempest goes down early.
