Can a figure push to use running shot, while carrying a second X-men figure. Then the Second X-men figure can use the team ability to heal the one that pushed?
I have seen this done several times now, I thought when you were carried you can't use any actions.
Let me know,

When carried, you can't be given non-free actions. Free actions are fine.
Since using the X-Men TA is a power action for the healer, that can't be used after being carried.

Here is a good rule of thumb, if an action it tokenable, odds are you can't do it after being carried (Theme Prob/CSA are tokenable Free Actions that can be used after being carried, plus several actions that are normally tokenable, like Lamppost Bats' Smoke Cloud or Hand Ninja's close combat attacking, that are non-tokenable Free Actions under certain circumstances).
In this case, you cannot do the health swap after being carried.

At the beginning of an action during which two friendly characters using the X-Men team ability are adjacent to each other, you can choose one of the characters, give it a power action, and roll a d6. Heal the other adjacent, friendly character of 1 damage, and on a result of 1-4, deal the character given the power action 1 unavoidable damage.
Nothing in that description says you can not... so go right ahead ;)

Here is a costly way around this that you can suggest to those people:
If the xman makes an action before being carried, he may be compelled to heal his friend after being carried, but will take an extra click of damage for being compelled.

The gist of the above is accurate, but there is a semantic involved. Probability Control is not an action. Not through the power, not through CSA, not through themed team bonuses. If it were a free action, then you would not be able to use the themed team bonus twice for a turn, when in fact you can.
I'm not saying there aren't any tokenable actions that a character can take after being carried, but I can't think of any (even through Compel, the carried character is being given a free action through the Mind Controll'ers power).

And I tried to cover all my bases too (funny thing is I went back and added the Free Action thing as an afterthought... I guess my forethought was more accurate).
