Red Robin can use Stealth, Leap/Climb, and Charge. Red Robin does not half his movement twice when exiting Hindering Terrain.

The bolded part would be better worded as "Red Robin ignores the effects of hindering terrain on movement when he uses charge" assuming that is what you were going for.
