If 2 characters are based, and one of them has TK, can the guy with TK use it to smack the based figure with an object? He is still dealing with the based figure even though it is technically a ranged action.

Also if the guy with TK wants to, and has the ability, can he perplex his range with TK, say from an 8 to a 9?

no he can not since it is a ranged combat action.

No since the range limit on TK is not a combat value.

I just wanted to add that this was a change with the most recent rulebook. Prior to the FF rules, this was legal.
