1. Can a taxi carry more than 1 characters per move? Drop one on the way and pick another one up and drop that one too? Provided that the speed value is enough.

2. Does a character with the two lightning bolts icons lose the ranged combat expert power when attacking two targets?

1)No,also the fig you intend to carry must start your turn adjacent to the taxi.

2)yes you lose RCE,also your damage is lowered to 1 unless you're using the shield team,although I could be wrong about that.

Both right.

For #1: the first thing that happens during the flyer's move is picking up the passenger, before moving any squares. The last thing done in the flyer's move is dropping off the passenger, and it effectively ends his movement. In addition, there can only be one passenger as four_winds said.
