Double Lightning Bolt Question

If a character (say, Blue Beetle) has two lightning bolts, and is only adjacent to one enemy, but also has line of sight to another within his range, may he "double attack" both the adjacent and the ranged enemy, or, since he is adjacent to one guy, may he only attack that one guy?

When adjacent to an opposing figure, he cannot attack a non-adjacent figure. And if the figure he is adjacent to in your question is grounded, then he will only be able to attack even him with close combat, which does not work with the multiple bolts.
