im not sure if this was already asked.

BatB's black hand chase has the power "draining the spectrum".

at the begining of your turn you choose one of the following:
yellow
green
red
orange
purple
blue
light blue

& then opposing figures within 8 squares & are showing a power of that color modify their defenses by -2 for that turn.

so i ask: if i chose a color & moved would it only be the people that were within 8 squares before he moved, or the people within 8 after he moved that were affected?

Let's quote the power so we are all on the same page:


Drain the Spectrum: At the beginning of your turn choose red, oronge, yellow, green, light blue, blue, or purple. This turn opposing characters within 8 squares of Black Hand displaying a power of the chosen color modify their defense value by - 2.


So it really doesn't matter if/when Black Hand moves. If a character were to need its DV number (typically when it gets attacked), if it is within 8 squares of Black Hand at that time when the value is needed, then you modify it. Otherwise, you don't.

One step further, the power says nothing about LoS so even characters behind walls or buildings would be affected.
