i have confused myself once again, as i'm sure i already know the answer to this, but does ragnarok surtur's eternal flame have a range restriction? it says line of fire, so i think that means distance doesn't matter. he's not doing a ranged attack.

and because he's a giant, could he hit the entire graveyard map at once?

LoF is all that is required. There is no range limitation.

And as for the graveyard, his LOF would be blocked by the special squares (open graves) and the blocking terrain.

that's what i thought, thanks

next question, is there a better map for this than the graveyard? i guess the arena would work fine as long as they weren't all on elevated

The Great Arena would actually be even better; as a Giant, Surtur can draw LOF to elevated characters as if he, too, was elevated. Short of Barrier or other outsider sources of LOF blocking, there is no where to hide from Surtur on the Arena map.

The Deep Space map from Supernova should work nicely too. No blocking at all, and the space terrain rules makes up for RagSurt's lack of a ranged attack...

Deep Space map, Atlantis Rising, Cave Carlson and Mole man. Something floods outerspace and Mole Man and Cave Carslon dig holes in the water and space to tunnel under it. and the holes still stay there. Comical. Just comical
