If a friendly and an opposing figure are adjacent, can they attack each other with ranged attacks?

Only if at least one of them is a flyer.

Any model adjacent to a hovering model may shoot it. Any model with a Range of 2 or more may shoot an adjacent soaring model.

Any hovering model may shoot any adjacent non-Soaring model.

Any hovering model with a Range of 2 or more may shoot an adjacent Soaring model.

Soaring models may shoot only other Soaring models.
