Can multiple figs who all have Outwit use it at the same time on one guy?

Sure, as long as each individual outwits a different power or ability I don't see why not.

Also in a multi player game, you cannot outwit a power that has been outwitted already.

Not to mention that some people who do this it is a real thing also tend to think that the two terms mean something different (the most common misconception being that LOF implies some kind of range limit, like 10 squares, while LOS extends anywhere on the map).

Bottom line, there is only line of fire.
