Perhaps you meant:
Give Ragnarok Surtur a power action when he occupies an opponent’s starting area. Any other character Ragnarok Surtur can draw a line of fire to is dealt 1 unavoidable damage. If this places a second action token on Ragnarok Surtur, deal him 1 unavoidable damage.

"Any other character" means just that. There is no limitation or even an indication that the characters be friendly/opposing. If Ragnarok Surtur can draw a LOF to that character, it is dealt damage.

Just to make sure, LoF isn't limited by range. The action you want to perform is the only thing limited by range? So, Eternal Flame has "infinite range"?

infite flame has a infinite range so every and mean every character that has line of fire is dealt the damage

thanks nbperp, and yeah, will agree with majio here, there's no restriction with range here, so eternal flame away!
