In the rule book it says only soaring characters can attack soaring characters. So does this mean soaring and grounded characters can't engage in combat unless they're both on the same level?

Example:

So let's take soaring V. Steel. Can he only attack other soaring characters? Or can he attack grounded characters too.

In return, if V. Steel can attack grounded characters, can that grounded figure attack back at Steel?

A non-soaring figure may attack a soaring figure by using ranged combat and cutting his range in half. This is also true for using Outwit, Perplex and Probability Control from the ground against a soaring figure---cut the range in half.

A soaring figure may only attack or affect other soaring figures. The only instances of a soaring figure having any sort of effect on non-soaring figures are that a soaring figure will block LOF between two figures on the ground, and a soaring figure may use Barrier and Smoke Cloud.
